Measles, a disease once pushed to the brink of elimination in much of Europe, is making a troubling comeback. The World Health Organization (WHO) has confirmed that six European countries have lost their measles elimination status following a sharp rise in infections across the region. Health experts warn that declining vaccination rates and immunity gaps are reversing years of public health progress and putting children at renewed risk.
According to the European Regional Verification Commission for Measles and Rubella Elimination (RVC), measles transmission has been re-established in six countries:
Armenia, Austria, Azerbaijan, Spain, the United Kingdom, and Uzbekistan.
Elimination status is granted when a country maintains at least 95 percent coverage with two doses of the measles, mumps, and rubella (MMR) vaccine and shows no sustained transmission. Losing this status signals that the virus is once again spreading within communities.
The WHO says persistent immunity gaps are the main driver of the resurgence. Vaccination coverage for the MMR vaccine across Europe fell from 92 percent in 2019 to 91 percent in 2024. While this drop may appear small, it is enough to weaken herd immunity and allow outbreaks to occur.
“Outbreaks of measles and other vaccine-preventable diseases are threats to health security in Europe,” a WHO Europe spokesperson said, adding that the resurgence highlights the urgent need for stronger political and financial commitment to immunization programs.
Some of the affected countries already have established vaccination systems, which shows that access alone is not enough. Public trust, awareness, and consistent follow-up are equally critical.
The numbers behind the resurgence are alarming. More than 125,000 people were infected with measles in Europe in 2024, double the total reported in 2023. WHO Regional Director for Europe, Dr. Hans Henri P. Kluge, described the impact in human terms, saying these are not just statistics but hundreds of thousands of families dealing with preventable illness.
The United Kingdom is among the countries that lost elimination status. National data show that overall MMR coverage is 84.5 percent, with England reporting even lower rates at 83.9 percent. Since January 1, 2025, England alone has recorded 957 laboratory-confirmed measles cases.
The UK Health Security Agency has urged parents to ensure their children receive both doses of the MMR vaccine. Officials stress that two doses provide protection to 99 percent of vaccinated individuals.
Children should receive the first dose at 12 months of age and the second dose at 18 months. Older children and adults who missed vaccination can still receive the MMR vaccine.
Measles is one of the most contagious viral diseases known. Symptoms usually appear seven to fourteen days after infection and include high fever, cough, runny nose, and red, watery eyes. Small white spots may appear inside the mouth, followed by a red rash that spreads from the face to the rest of the body. In severe cases, fever can rise above 40 degrees Celsius.
Complications can include pneumonia, brain inflammation, and death, particularly in young children and those with weakened immune systems.
WHO emphasizes that all countries can regain elimination status through stronger surveillance, faster outbreak response, and targeted efforts to reach under-vaccinated communities. The organization urges governments to invest in immunization programs and combat vaccine hesitancy with clear, science-based communication.
For individuals and families, the message is simple and urgent: vaccination is the most effective protection against measles.
The loss of measles elimination status in multiple European countries is a warning sign for the world. It shows how quickly preventable diseases can return when vaccination coverage declines. Public health experts stress that sustained commitment to immunization is not optional but essential to protect children and prevent future outbreaks.
