Pakistan eases pathway for foreign medical graduates in major PMDC policy reform

ISLAMABAD: In a landmark decision that reshapes Pakistan’s medical education landscape, the Pakistan Medical and Dental Council (PMDC) has approved sweeping reforms to facilitate thousands of foreign medical graduates.

For the first time, students from universities accredited by World Federation for Medical Education (WFME)-recognized agencies will be eligible to appear in the upcoming National Registration Examination (NRE), a gateway to clinical practice in Pakistan. Until now, only foreign medical graduates from universities explicitly approved by the Pakistan Medical and Dental Council (PMDC) were allowed to sit in the NRE examination.

The breakthrough was confirmed during a high-level meeting chaired by Federal Minister for National Health Services, Regulations and Coordination, Syed Mustafa Kamal, attended by PMDC President Dr. Rizwan Taj, Registrar, Deputy Registrar, and other senior council members.

The policy shift was facilitated by Dr. Muhammad Imran Nazir, CEO of Educational Advisor, who presented the long-standing concerns of foreign medical students.

Key policy changes announced

• WFME-accredited graduates: Students from non-listed but WFME-accredited foreign universities are now allowed to sit in the NRE exams. Successful candidates will qualify for house jobs in Pakistan.
• Recognized university graduates: Medical graduates from PMDC-listed foreign universities will be granted provisional RMP status and can begin their house jobs immediately upon graduation.

This long-awaited decision addresses years of uncertainty for Pakistani students pursuing medical education abroad.

Strong political and diplomatic support

Dr. Nazir expressed gratitude to Federal Health Minister Syed Mustafa Kamal for his leadership, as well as to Dr. Tariq Fazal Chaudhry (Federal Minister for Parliamentary Affairs) and Engineer Amir Muqam (Federal Minister for Kashmir Affairs, Gilgit-Baltistan, and SAFRON), for championing the cause of foreign medical graduates.

The Government of Pakistan, in collaboration with the Government of Kyrgyzstan and the Pakistani Embassy in Bishkek, has also been commended for tightening oversight of institutions and shutting down illegal operators to safeguard students’ futures.

Relief for thousands of students

“This is not just a policy shift—it is a lifeline for thousands of Pakistani medical graduates abroad,” said Dr. Nazir. “No student’s hard work or dream should ever go in vain.”

The reform represents a paradigm shift in Pakistan’s approach to foreign-trained doctors, ensuring alignment with international accreditation standards while protecting students from exploitation.
