DUBAI: The Dubai Health Authority (DHA) has launched a Permit to Practice initiative, providing healthcare facilities a flexible mechanism to swiftly onboard visiting medical professionals on a temporary basis. The permit, valid for up to three months and issued through the Sheryan electronic licensing system, can be processed in as quickly as one day, streamlining access to critical medical talent and addressing urgent staffing needs.

This forward-looking initiative aligns with the DHA’s mandate—ensuring high-quality, safe, and responsive healthcare delivery while maintaining regulatory oversight.

How it works

• Application route: Only a medical director of a DHA-licensed healthcare facility can submit a request via the Sheryan portal—individual professionals cannot apply themselves.
• Service window: The permit remains valid for up to three months, during which the practitioner operates under supervision in a licensed facility and gains familiarity with local regulations and standards.
• Speed and access: Processing is typically completed within a single day, ensuring urgent deployment of expertise when needed.

Requirements and safeguards

• The permit is non-renewable, non-transferable, and granted only once per professional.
• Healthcare facilities must maintain valid malpractice insurance and assume full liability for supervision, clinical quality, and compliance.
• DHA reserves the right to suspend or cancel permits immediately if fraudulent information is detected.

Important considerations

• The permit does not guarantee eligibility for a full professional license later—professionals must still meet all requirements defined in the Unified Professional Qualification (PQR) Guide, including assessments, verifications, and licensing procedures.
• Entering the UAE still requires a separate entry visa; the permit only covers the right to practice within the scope and duration specified.
