From operating theatre to command chair: Dr. Muhammad Suleman’s promotion signals a new chapter for JPMC

KARACHI: In a significant move, the Government of Sindh has promoted Dr. Muhammad Suleman to the post of Joint Executive Director (BS-20) at Jinnah Postgraduate Medical Centre (JPMC)—one of the country’s most heavily burdened tertiary care institutions.

The promotion, notified by the Services, General Administration and Coordination Department (SGA&CD), follows the recommendations of the Provincial Selection Board-I meeting held on December 23, 2025, and was approved by the Chief Minister Sindh. With immediate effect, Dr. Suleman steps into a role that blends clinical insight with administrative command at a time when public hospitals face unprecedented patient loads and resource pressures.

A rare blend of scalpel and system

Previously serving as Deputy Executive Director (BS-19), Dr. Suleman brings a profile that bridges medicine and management. He holds an MBBS degree, an M.Sc in Medical Administration from the Armed Forces Postgraduate Medical Institute, Rawalpindi, and an MS in Orthopedic Surgery. Since 2013, he has remained in administrative positions within the health sector—earning a reputation as a clinician who understands hospital systems from both the ward and the boardroom.

Health officials view his elevation as a strategic decision rather than a routine bureaucratic move. In a public hospital ecosystem often criticized for weak governance and slow reforms, leadership that combines clinical credibility with management training is increasingly seen as essential.
