Passengers departing from Jinnah International Airport have another month before vaccination-card verification becomes enforceable, as health authorities continue to arrange services for pilgrims and other eligible travellers. The delay follows earlier implementation challenges, although officials have not publicly confirmed the reason for this latest extension.

KARACHI: Passengers travelling from Karachi to Saudi Arabia, including Umrah pilgrims, have been given another month to meet the vaccination-documentation requirements before stricter checks begin at Jinnah International Airport, according to a new airport circular.

The enforcement deadline has been moved from October 15 to 10 a.m. on November 20, 2026, giving travellers additional time to obtain the required vaccinations and ensure that their records are in order.

The latest extension concerns the enforcement of vaccination checks at Karachi airport. It should not be interpreted as a suspension of Saudi Arabia’s underlying health requirements, which vary according to the purpose of travel, the passenger’s origin and the applicable disease-specific rules.

Why are vaccinations required for Saudi Arabia?

Saudi Arabia receives large numbers of international visitors for Hajj and Umrah, bringing together people from different countries in crowded religious settings. Such mass gatherings can increase the risk of infectious diseases spreading between travellers.

One important requirement is vaccination against meningococcal meningitis. The US Centers for Disease Control and Prevention (CDC) says Saudi Arabia requires travellers aged one year and older arriving for Hajj or Umrah to show proof of quadrivalent meningococcal ACWY vaccination. Depending on the vaccine type, the dose must have been administered within the previous three to five years and at least 10 days before travel. The requirement is intended to reduce the risk of meningococcal disease among pilgrims.

Polio vaccination is another important consideration for travellers departing Pakistan. Saudi authorities introduced requirements for passengers arriving from Pakistan and other countries affected by poliovirus transmission, with vaccination certificates required under the applicable rules. In February 2025, Pakistan International Airlines advised Saudi-bound passengers to carry valid polio vaccination certificates, reflecting the restrictions then in force.

These requirements serve different public-health purposes. Meningococcal vaccination helps protect against meningococcal disease during mass gatherings, while polio-related travel rules aim to reduce the risk of international transmission of poliovirus.

Saudi Arabia’s Ministry of Health continues to publish separate health requirements for Hajj and Umrah. Travellers should therefore check the rules applicable to their own journey rather than assume that every vaccine requirement applies identically to every passenger.

Why has the deadline been extended?

The latest circular, as reported, does not specify why the October 15 deadline has been postponed until November 20. It would therefore be premature to attribute this particular extension to a single cause.

However, the rollout has faced implementation difficulties in Karachi before. In September, airport authorities and other stakeholders raised concerns about the readiness of the digital vaccination-certificate process, coordination among agencies and the arrangements available to passengers. Earlier deadline extensions were announced to give authorities more time and reduce inconvenience during implementation.

The introduction of vaccination documentation linked to Pakistan’s National Database and Registration Authority (NADRA) has also created practical steps for travellers, including registration, verification and obtaining an acceptable certificate. Reports in September described long queues, uncertainty over which passengers were covered and confusion among people who believed the requirement applied to all international destinations.

Those earlier difficulties provide useful context for the repeated extensions, but they do not establish the official reason for the latest decision. No specific explanation for the November 20 deadline was available in the reporting on the new circular.

What arrangements are available at Karachi airport?

Vaccination services are available around the clock at the government dispensary at Jinnah International Airport, according to the reported arrangements. Emergency vaccination facilities have also been made available in the departure lounge for pilgrims and other passengers arriving from remote areas.

The airport facility is intended to help eligible travellers who need to complete vaccination requirements before departure. However, passengers should not rely on last-minute vaccination as a substitute for planning ahead, particularly where a vaccine must be administered a specified number of days before travel.

The latest circular advises travellers to receive the required vaccination at least 10 days before departure. Because the timing and validity rules can differ by vaccine and destination, passengers should confirm the specific requirements for their journey with the relevant health authorities or airline.

What should Saudi-bound passengers do now?

With enforcement scheduled to begin at 10 a.m. on November 20, travellers should use the additional time to confirm which vaccinations apply to their visa and itinerary, complete any required doses within the prescribed timeframe and ensure they have acceptable proof of vaccination.

Umrah pilgrims should pay particular attention to the meningococcal vaccination requirement. Passengers travelling from Pakistan should also check whether polio vaccination and any other destination-specific requirements apply to them.

The extension offers more time to prepare, but it does not mean that passengers can safely ignore vaccination rules until the new deadline. Requirements imposed by Saudi authorities may remain applicable regardless of the timing of Pakistan’s airport-level enforcement measures.

The latest postponement leaves travellers with a clearer date for the planned checks, while the reason for the further delay remains unconfirmed. Passengers should follow updated instructions from Border Health Services-Pakistan, the relevant airport authorities and their airlines as November 20 approaches.
