Sindh Health Department establishes inquiry committee to investigate NICH allegations

KARACHI: The Sindh Health Department has officially constituted an inquiry committee to investigate a series of allegations raised by employees at the National Institute of Child Health (NICH), Karachi, against Prof. Nasser Saleem Saddal, the Executive Director of NICH. The committee has been tasked with examining complaints related to administrative mismanagement, financial irregularities, and misuse of funds at the institute.

Key details of the inquiry

The decision to form the inquiry committee comes after a joint complaint was submitted by multiple employees of NICH, accusing the executive director of poor administration and misconduct. The committee is mandated to review the following allegations:

  • Poor administrative performance at NICH
  • Financial mismanagement and irregularities in fund allocation
  • Mismanagement of medical equipment and medicines
  • Misuse of funds allocated for NGOs
  • Unfair restrictions placed on employee promotions

Composition of the inquiry committee

The inquiry committee will be headed by the Special Secretary (Administration) from the Health Department, Government of Sindh, who will serve as the Convener. The Deputy Secretary (Administration) will join as a Member of the committee. The committee may co-opt any member for assistance.

The committee is expected to thoroughly examine the claims, investigate the evidence presented, and provide recommendations to ensure accountability and transparency within the institution.

Terms of Reference (TORs)

The committee's primary objectives include:

  • Examining and probing into the allegations of poor administration, financial irregularities, and misconduct within NICH.
  • Assessing the misuse of funds and improper handling of medical equipment.
  • Investigating unjust restrictions placed on employees' promotions and other complaints related to administrative performance.

The committee will have the authority to invite additional members if needed to assist in its investigation and will submit its report within 15 days, including findings, observations, and specific recommendations.
